To develop a master plan, it is important to first understand the regulatory plan, which begins with the division of plots and the layout of streets as key parameters. The Local urban code of the specific area must be consulted to determine the appropriate plot dimensions. Once the plots have been established and streets laid out, regulations for each plot must be determined according to the local urban code. The final master plan for the area will combine landscape design and other design elements with the regulations established in the regulatory plan.
